The difference in cost between using a small bus and a large double deck bus is surprisingly small. Often, a quiet rural journey, or one at a less busy time of day, can only be run because a bus is already in the area on a busier route or taking children to or from school, where more seats are needed.
Also, although the bus may be quiet when you are travelling, another section of the route, or the journey in the opposite direction, may be busy, needing the extra seats.
